Once Dragon Ball Super 2 gets to the Super Hero Saga, the Saiyans will officially be more powerful than most of the strongest fictional characters.
Vegeta's going to be at the top of his game throughout Dragon Ball Super 2, which is really saying something considering just how much excellent character development Dragon Ball Super 1 gave him. Dragon Ball Super: The Galactic Patrol is going to definitively prove that Vegeta has more potential than Goku, make him the winner of their final battle in the Super Hero Saga, and give him his own Ultra form, powerful enough to rival Ultra Instinct.
Ultra Ego is an insanely broken transformation. Once activated, Vegeta's Power Level just keeps rising the longer he fights. Not only that, he gets an additional buff anytime he takes damage. The downside is that Ultra Ego makes it difficult for Vegeta to gauge how much energy he has left, but on a pure power-level, Ultra Ego Vegeta is already 1:1 with Perfected Ultra Instinct Goku – with no training. Ultra Ego Vegeta might very well be the strongest Saiyan in Dragon Ball Super 2 when all is said and done.
For Goku, Dragon Ball Super 2 is the story about him finally mastering Ultra Instinct and becoming a martial arts master powerful enough to rival the Gods and Angels. Throughout Dragon Ball Super: The Galactic Patrol, Goku will train with Merus to learn how to activate Ultra Instinct whenever he wants. By the end of DBS 2, Goku will be able to activate Perfected Ultra Instinct whenever he wants, astral project his Ki, and stack his God forms on top of UI.
Not only that, Perfected Ultra Instinct offers Goku a huge strength, speed, and defense boost as full power. Goku can dodge and counter just about any attack thrown his way. He still has more growing to do, but the fact he can activate Ultra Instinct even when his heart and mind aren't calm is a massive achievement. Knowing Dragon Ball, it won't be long before Goku makes his next breakthrough as the series' greatest Saiyan.
Broly's not quite there yet, but he has more potential than any other Saiyan in the series. With enough training and by mastering his emotions. Broly has the ability to just keep growing stronger. True Legendary Super Saiyan is the ultimate version of LSSJ. Like Legendary Super Saiyan, the user's Power Level keeps rising the longer they battle (much like Ultra Ego), but Broly can actually keep himself in check when using True Legendary Super Saiyan.
