Calls stack and residents can make them
The police are one of the easier ways to escape, but you need to get their attention first. Houses with working phones have residents who can call the police, and you can either make the call yourself or tell the resident to do it. Successful calls stack, so getting as many people as possible to contact the police will increase the police response level. Be careful during the skill checks, though, because failing the minigame can cause the call to fail.
Once you have made enough successful calls, the police will send a patty wagon. In testing, it generally started arriving at around two and a half badges. The wagon will stop at its destination and two armed officers will get out. You can then escape through the back of the wagon or lead residents to it.
Storm cellars are another relatively simple escape option, although you first need to clear the entrance. Depending on the location, this can mean removing overgrown weeds or breaking through wooden boards with a two-handed weapon.
