If there is one thing that the Dragon Ball franchise is known for, it's the many iconic transformations that it has introduced over the years. Due to the importance that the series places on the character's growth in strength, many credit this franchise as being the one to lay the groundwork for why transformations have become a Shonen anime staple.
As such, the heroes of Dragon Ball have reached multiversal levels of strength due to the incredible power they unlock through their transformations. However, the villains of the series have done the same, so in this article, let's go over the most powerful villain transformation in the entire series to see which one is truly the strongest of them all.
One of the most dangerous characters in the history of the franchise came earlier on in Super. Due to Zamasu's complex plan to erase every mortal from existence, both versions of the evil Kai fused into the terrifying Merged Zamasu, whose strength is remembered to this day as being some of the greatest in the series.
Not only was Goku Black's immense strength at its peak in this form, but it also utilized the indestructible body of Zamasu, bringing forth a powerhouse who was going toe-to-toe against Vegito Blue. Of course, his body did take some damage and mutated, but the sheer destructive power that Zamasu held in this state is still some of the greatest that fans have ever seen.
Throughout the plot line, the titular villain became one of the few antagonists of Dragon Ball who underwent a ton of transformations in a single story arc, each of which was far stronger and scarier than the last. However, as a fighter, Moro reached his peak upon absorbing Merus's power to awaken Ultra Instinct for himself.
Normally, Ultra Instinct is the technique of the Angels that is said to be so difficult to use that only the greatest Martial Artists can do so. Moro, of course, didn't train for it, instead relying on his energy-stealing powers to absorb Merus so that he could use Ultra Instinct for himself, becoming the first villain to ever do so, and only the third non-Angel character shown with this ability.
Once Moro got the ability to use Ultra Instinct, he proved to be impossibly powerful, to the point where he matched Mastered Ultra Instinct Goku. However, this wasn't the peak of his strength, since that would come later as a response of the overwhelming angelic power coursing through him upon absorbing Merus.
Since the energy was so great, Moro's mind was broken, and he eventually merged with the Earth itself to become a mindless beast whose entire essence was focused on destruction. At this stage, even Goku could not harm him, forcing Vegeta to gather the energy of every Z-Fighter and other inhabitants to revive Goku to deal the final blow with his Spirit Avatar.
