The end of the Dragon Ball Super anime introduced the ultimate transformation: Ultra Instinct. A hybrid technique/transformation developed by the Angels, Ultra Instinct is a Godly form only the most expert martial artists can access. Goku tapped into Ultra Instinct while fighting Jiren in the Tournament of Power, but as seen in Dragon Ball Super: Broly, it's not a transformation he can activate whenever he wants.
All of that is changing in Dragon Ball Super: The Galactic Patrol. Not only is Dragon Ball Super 2 giving Goku a massive Ultra Instinct upgrade, he's going to cross paths with powerful characters who can also use the form. Dragon Ball Super 2's strongest Ultra Instinct users are the only characters in the multiverse with the potential to rival Angels like Whis, but even they'd be fighting an uphill battle.
Merus is one of the most interesting characters in Dragon Ball. An Angel in training pretending to be a member of the Galactic Patrol, Merus has been monitoring Universe 7 to get a better understanding of how the world works before he becomes an official Angel. As an Angel, Merus is not allowed to use his powers to interfere with mortal affairs, but Moro proves to be so dangerous that he has no choice but to train Goku in the arts of Ultra Instinct.
Merus brings Goku back to the basics as he forces him to retrain his senses. Merus' mastery of Ultra Instinct is Angelic in nature, but his Power Level actually isn't that high. Doubly so when he's resurrected as a mortal at the end of the Galactic Patrol Prisoner Saga. Merus is fast enough to bewilder Goku and Vegeta, but in a straight fight, the Saiyans would be able to put him down – but just barely.
Part of what makes Moro so dangerous is that he just keeps getting stronger. Unlike other Dragon Ball villains whose power boosts come from transformations that are usually telegraphed by the story well in advance, Moro's ability to absorb the energy of all living things means that his Power Level will just keep rising throughout Dragon Ball Super: The Galactic Patrol. His powers also allow him to literally consume others, and even take on their properties.
When Moro eats Seven-Three, he gains the power to absorb anyone's abilities. During the arc's final battle, Moro manages to absorb Meru's power, becoming a pseudo-Angel. Just by unlocking Ultra Instinct, Moro goes from weak enough to break his fist on Goku's chest, to strong and fast enough to keep up with Perfected Ultra Instinct Goku just fine. Unfortunately, Moro's body cannot handle God Ki, so he starts to implode.
Even this doesn't stop him, however, as Moro fuses himself to the Earth and begins drinking everyone's Ki. While Goku, of course, defeats Moro in the end, it's not without a lot of help from Vegeta, Uub, and the Grand Supreme Kai. Planet Moro was far and away the strongest enemy Goku had ever faced and it's all thanks to Ultra Instinct. Dragon Ball Super 2 will feature stronger villains than Moro, but none as impresive or skilled enough to wield Ultra Instinct against Goku.
