Once the Dragon Ball Super anime returns with new Sagas, Goku is going to be introduced to the most powerful warriors he's ever had the privilege of meetings – which is really saying something considering how crazy the series' power scaling has gotten.
Dragon Ball Super 2's strongest new characters will make Goku's decades of martial arts experience look like absolutely nothing in the face of real power. Between the Moro arc, Granolah the Survivor Saga, and the debut of Frieza's ultimate transformation, Dragon Ball Super 2 is going to redefine what it means to be strong in Dragon Ball.
Merus is a Galactic Patrolman who's going to end up playing a massive role in Dragon Ball Super 2. It turns out that Merus is actually an Angel in training. Due to Angelic laws, he is not allowed to use his full power to stop Moro, but he can at least train Goku on how to master Ultra Instinct. Merus is Goku's final martial arts master before he finally taps into Ultra Instinct's full potential. Merus brings Goku back to basics, starting his training over so he can adapt his body to the fundamentals of Ultra Instinct.
Due to Ultra Instinct's divine nature, it requires a very specific mind set, emotional state, and mastery of the body to harness. As seen later with Moro, lacking any of these traits can result in the body rejecting Ultra Instinct altogether (which also happens to Goku in the anime's Tournament of Power). By training with Merus, Goku learns how to activate Ultra Instinct whenever he wants. Unfortunately, Merus never gets to show off his full Angelic powers before he's erased from existence while fighting Moro.
Dragon Ball Super: The Galactic Patrol will officially introduce Moro, the first villain of Dragon Ball Super 2 and one of the series' greatest villains. Moro feels like a classic Dragon Ball bad guy, right up there with Demon King Piccolo, Frieza, and Cell. Over the course of the Galactic Patrol Prisoner Saga, Moro grows radically stronger by consuming energy, eating worlds, and eventually gaining the power to absorb abilities.
By the end of Dragon Ball Super: The Galactic Patrol, Moro will become stronger than Gods and even unlock his own version of Ultra Instinct. It doesn't stop there, though. Ultra Instinct Moro perfectly rivals Perfected Ultra Instinct Goku in Power Level, but he actually surpasses him once he fuses with the Earth, becomes Planet Moro, and begins to self-destruct. The only reason Goku manages to kill Moro is because of Uub's massive God Ki and Vegeta's Forced Spirit Fission. Even then, Planet Moro had a higher Power Level than Goku when he died.
As the name suggests, Dragon Ball Super's Granolah the Survivor Saga focuses on Granolah, the sole survivor of the Cerealian race. Planet Cereal and its people were nearly wiped to extinction by the Saiyans shortly before Planet Vegeta's destruction. Decades later, Granolah uses his planet's Dragon Balls to wish for ultimate power: becoming the strongest man in Universe 7 by trading the rest of his life force.
