After La Cage au Fou, Geralt is sent to Beauclair Port to find the bootblack. Regis and Geralt's quest has opened even more questions, which is why you shouldn't delay in looking for more answers in the Where Children Toil, Toys Waste Away main quest. You should visit Count de la Croix's Mill before completing this quest, or else you will miss out on "Amidst the Mill's Grist".
Head to Beauclair Port, where you will find the bootblack you seek in the west district, confronted by three angry workers. You're given a dialogue choice of what to say to the workers here, but it doesn't matter, as each option starts a fight. If you win the fight, you earn 600 XP, but if you lose the fight, and it's only 400 XP.
Regardless of whether you win or lose, Toussaint guards will arrive, and regardless of what you say, the workers are arrested. You can now sit down and get your shoes shined, but the bootblack will only tell you what you need to know if you pay him 500 Crowns.
You should pay the boy 500 Crowns if you need your "Proof of Generosity" for the side quest: There Can Be Only One. If you don't need the Proof of Generosity, feel free to use Axii on him, but you must have Delusion Level 2, and you will only get 35 XP instead of 50 XP.
No matter how you negotiate with the bootblack, Regis will arrive and bribe the boy himself. This will allow you to proceed with the mission, where Regis will lead you to The Rocking Horse, an abandoned toy shop where Dettlaff has been hiding. After knocking on the door, Regis will let you in, and you can begin your investigation.
Head upstairs, and you can find a Suspicious Letter on the west wall. After a short cutscene, you can find the Letters Naming the Beast's Targets on the southeast wall. With both of these letters read, the quest will end, and it doesn't matter what dialogue you pick, as the outcome remains the same. You can now begin the next quest, Wine is Sacred.
