Finding Crime and Punishment in The Witcher 3 can be a little confusing compared to most secondary quests, as its starting location is not immediately obvious. First, make your way to the entrance of the Ancient Crypt, which has a Fast Travel point right beside it. If you have already unlocked the point, you can travel there directly. Otherwise, you will need a boat to reach the area.
From the Ancient Crypt, sail farther east until you come across the quest location. Here is how to complete the Crime and Punishment quest and what happens afterward.
Once you sail east of the Ancient Crypt, you will come across a small patch of land by the sea where a man is chained to the rocks while harpies attack him. Deal with all the harpies first, then approach the chained man and speak with him.
The man, Yorg, will explain that he was framed for murder and asks Geralt to free him. You can either leave him to die or remove his chains.
If you decide to free Yorg, Geralt will remove the chains, and Yorg will thank him, promising to help if they ever meet again. Crime and Punishment will then be marked as complete. However, you can visit another location to discover what happens after this encounter.
After freeing Yorg, travel southwest to the village of Rogne. Slightly west of the village, you will find a couple of villagers standing beside a grave, mourning a man named Gretter and describing him as a good person. While discussing Yorg, they mention that he received a light punishment.
During the conversation, a little girl will say that her brother was a good man before running away in tears. Follow her and speak with her to learn what really happened. She will explain that she accused her uncle of doing bad things to her because she disliked him, and her brother became angry and killed Gretter.
The girl blames herself for what happened, leaving you with two dialogue options. You can tell her that you freed Yorg and that he should be returning soon, or tell her that she has learned her lesson. If you chose to leave Yorg chained up at the start of the quest, only the second option will be available.
