The quest A Study In Crimson features Vicho heavily, and the first hard part is just managing to find him. Sadly, the second part is figuring out if he’s an unwitting killer, or simply losing his mind a bit. Finding Vicho is the easy part. He lives in the Northern center of town, inside a shop. It’ll be locked downstairs, but Coen should remark when coming across it for the first time.
Since the door is locked, you’ll have to use your Shadowstep ability to get onto the second-floor balcony and enter the shop from upstairs.
You’ll find Vicho downstairs, and luckily, he’s pretty friendly, if strange.
Mild spoilers ahead, but yeah, Vicho probably did kill Eli and Devora. Simeon had turned into a vicious monster, sure, but it also seems that Simeon did not escape the building that he transformed in. There’s no way for him to have gone to where Eli and Devora were killed.
As a result, it’s very likely that Vicho was the culprit. A later quest essentially confirms this, and you can ensure Vicho doesn’t hurt anyone else again.
