Of Swords and Dumplings is an optional quest in The Witcher 3 that unlocks a mastercraft swordsmith in Novigrad. If you ask blacksmiths whether they know how to make mastercrafted swords, you can be directed to Eibhear Hattori. Once the quest appears in your journal, his location will be marked on the map. Otherwise, you can find his home between the Novigrad Docks and Gate of the Hierarch fast travel points.
Once you reach Hattori's home, head inside and speak with him. He will explain that he wants to return to making swords and show Geralt his collection. However, Ernst van Hoorn has been limiting his supplies. Hattori asks Geralt to accompany him to meet the King of Beggars and negotiate for the materials he needs.
Travel to the marked location and wait until 8 PM for Hattori to arrive. Follow him to meet the King of Beggars, then speak with Tinboy to negotiate the share of profits.
You will receive three dialogue options:
To lower the agreed profit share to 25%, choose either of the first two options and continue rejecting Tinboy's counteroffers. When he turns away to leave and a timed choice appears, select "Fine, no deal." Tinboy will turn around and acknowledge Geralt's negotiating skills.
As the conversation continues, some of Cleaver's men will arrive, forcing you to fight them. Once they are dealt with, escape through the door and turn left. Use Aard to clear the crates blocking your way, then watch the cutscene in which Hattori runs away. Return to his home and speak with him.
Hattori will explain that he needs a bodyguard and suggest finding Sukrus. Head to the Golden Sturgeon, where you will find Sukrus fighting outside. Fistfight him, and regardless of the outcome, he will invite Geralt inside for a drink afterward.
Inside, ask Sukrus to work as a bodyguard. Since Geralt cannot pay him, Sukrus will ask for a favor instead. The merchant he was fighting is his brother-in-law, who owes him money. You can either recover the debt or destroy the merchant's mead barrels.
