These are scattered on the rooftops surrounding the puzzle area, and you can use the mini-map (radar) on the top-left to locate all of them. They'll be shaped as a jigsaw-piece (puzzle) icon on the mini-map.
Once you've located all of them, make sure to place the pot of plants on the white brick surface, and place the swan statues on the pebbles (looks more like dirt) on the ground. The swans will usually be near the table, while the plants furthers from it.
Once you're done, sketch the scene, and players will complete one of Dylan's Sketchbook instances and unlock the Rooftop Oasis drawing in their Control Resonant archives.
To find the Dylan Sketchbook "Birdwatcher's Paradise" puzzle in Downtown, you'll need to head to the northwest area of Downtown called Gravity Town (according to its fast travel door name).
