To have access to every single vehicle from the moment you start the game, you will need to activate two mods before starting your career: Sandbox Mode and No End Year. The first one will let you set the game's date to any year you want after the game begins. If you want to get all vehicles instantly, just set the year to 2040 when the game begins.
The second mod makes sure that every vehicle becomes available forever. Without this mod, you wouldn't have access to a Stagecoach in 2040, as it would be an outdated transport vehicle. But the mod keeps every vehicle usable in any given year.
