It takes a lot to keep a game relevant in popular culture for fourteen years. Skyrim's NPCs have done their part to keep its magic alive, with a lot of memorable weirdos and loyal friends populating the province. We all have our favorite NPCs for some reason or another, but some NPCs break containment and become iconic as memes even outside the community.
It was hard picking just ten NPCs for this list, but I narrowed it down by thinking of the ones who I feel encapsulate the Skyrim experience, and who everyone is probably going to run into at some point or another.
Like Nazeem, Heimskr often meets an unfortunate end at the hands of my Dragonborn because of all his yelling. I'm sympathetic to his cause, but having him screaming at me every time I need to go to Jorvaskr or Dragon's Reach gets to be too much.
His loud voice carrying over literally everything else in Whiterun, however, makes him an iconic part of Whiterun's scenery. Heimskr is often the first character you encounter who explains the ban on Talos worship and its impact and role in Skyrim. While eliminating him makes everything far more peaceful, it removes one part of what gives Whiterun its identity.
Vampires are a lot of fun, and Babette is one of the first you meet in Skyrim. She looks like a child but is hundreds of years old, which could also be a reference to the child vampire Claudia in Interview with the Vampire.
Oblivion's Dark Brotherhood also had a vampire, so Babette's inclusion feels like a continuation of that. All the Dark Brotherhood characters are worthy of an inclusion on this list, but Babette gets the part because of how unusual she is as a child vampire, her role in the later part of the Dark Brotherhood storyline, and the introduction of how a child vampire would even work in The Elder Scrolls.
Skyrim's Thieves Guild is more hostile to strangers than the other guilds. A large part of that is because of its leader, whose crimes go way beyond stealing. In such a hostile environment, Brynjolf is like a breath of fresh air as he's a welcoming and patient mentor.
