Part of what makes Goku and Vegeta's rivalry thrive is just how much they motivate and inspire each other. Whenever one Saiyan unlocks a new form, the other must find a way to catch up. At the same time, Goku and Vegeta are marching down different paths of power in Dragon Ball Super 2, and proving that they're the strongest user of certain forms.
As far as the original Super Saiyan transformation is concerned, Vegeta will have to settle for being the Prince, since Goku is clearly the King. Goku was the first Saiyan to realize Super Saiyan could be made even more powerful, figured out that both Grades 2 and 3 were failures (unlike Vegeta & Future Trunks), and single-handedly developed the means to master and maintain Full Power Super Saiyan at all times, allowing him & Gohan to catch up to Perfect Cell without unlocking a new form.
Goku still uses Super Saiyan 1 all the time when he needs to test his opponents in Dragon Ball Super, and it's become something of a base form when he doesn't want to use God Ki. Goku's version of Super Saiyan 1 is so good, he rarely – if ever – needs to use SSJ2 or Super Saiyan 3. Super Saiyan Vegeta is powerful, as well, but there's nothing to suggest he ever unlocked FPSSJ like Goku did for the Cell Games.
It's almost unbelievable just how much more powerful Vegeta's version of Super Saiyan 2 is compared to Goku's, especially at full power. In Dragon Ball Z: Battle of Gods, Super Saiyan 3 Goku fails to land so much as a single blow on Beerus and is later defeated with the single flick of a finger. Super Saiyan 2 Vegeta, on the other hand, manages to get a strong enough rage boost to combo Beerus, make him bleed, and even tank a direct hit.
This is quite possibly the single most impressive feat a Z-Fighter has ever accomplished without God Ki. Super Saiyan 2 Vegeta actually hurt the strongest God of Destruction in the multiverse and kept up his fight longer than Goku could despite using a weaker transformation. Master Roshi even confirms that SSJ2 Vegeta surpassed SSJ3 Goku thanks to his rage boost. Of course, it doesn't take long for Goku to push ahead by performing the God Ritual and unlocking Super Saiyan God.
In the Dragon Ball DAIMA timeline, Vegeta is actually the stronger Super Saiyan 3 than Goku. DAIMA Vegeta's version of Super Saiyan 3 (which he calls Ultra Vegeta 1) has no stamina issues whatsoever and was unlocked over one year of training, versus Goku's seven in Other World.
