Game of Thrones focuses on numerous morally ambiguous characters throughout Westeros, but one of the most famous antagonists is the cruel Tywin Lannister. He commands armies, intimidates kings, and understands exactly how much fear his name inspires across the continent. On top of that, he was easily the show's greatest political mastermind. His reputation as such is so formidable that even characters who despise him know that underestimating Tywin is a huge mistake. But while Tywin is impressive in this regard, House of the Dragon quietly introduced a much better strategist in Otto Hightower.
Otto Hightower doesn't have Tywin's military power or intimidating presence, and his schemes are rarely as dramatic, but he has proven to be a far more capable tactician in many regards. He's a fundamentally different mastermind, which is exactly what makes him more effective. While Tywin may be exceptional at responding to political crises, Otto repeatedly works years in advance to create the circumstances he wants.
Otto's greatest strategic advantage is his patience. He understands that political power doesn't always come from sitting on the Iron Throne yourself; sometimes it comes from controlling the person who does sit on it. His position as Hand of the King gives him direct access to Viserys, but Otto rarely needs to openly dominate his king. Instead, he gradually influences the decisions Viserys makes while masking his own interests as concern for the stability of the realm. The clearest example of this comes after Queen Aemma's death: Viserys is grieving and vulnerable, and Otto recognizes his opportunity almost immediately.
In Episode 9, "The Green Council," Otto finally set his decades' worth of maneuvering, deceit, and patience into motion. Quickly retrieving Aegon, gathering a large crowd of citizens, recruiting the Septon, and having the young prince crowned in front of thousands, he swiftly legitimized his claim to the throne.
He sends Alicent to spend time with the king, knowing that her presence could eventually develop into something politically significant. Alicent ultimately becomes queen, which places House Hightower at the center of the succession crisis. Instead of conquering land or defeating opponents, Otto simply recognized an opportunity and positioned his family to benefit from it. Tywin often responds to situations once they become problems, whereas Otto is much more comfortable creating the conditions that will produce his desired outcome years later.
Tywin might be a military juggernaut, but his anger, wrath, and malevolence held him back and ultimately destroyed the legacy he so carefully crafted. His ruthlessness in battle was definitely valuable in times of unrest, but his scorched-earth policy fostered incredible hate for him and his House. The Riverlands Campaign best demonstrates this, as the destruction of the area created radicalized insurgencies (the Brotherhood Without Banners) and generated deep, multi-generational hatred for House Lannister. Otto understood that to hold power, he needed the support and love of the populace, but Tywin never showed the same restraint or diplomacy when it came to civilian casualties. He took by force and paid no mind to those who bore the consequences.
Their biggest differences were their relationships with their children. Otto was certainly manipulative, but he was gentle. When Viserys dismissed him as Hand, he cautioned his daughter to stay safe from the danger that Rhaenyra posed to her children. He instilled a fear in Alicent that was directed at his enemies, thus allowing the queen to remain safe until he was recalled later on. When Aemond took over as Regent, one of the first things he did was to recall his grandfather to be his Hand.
Tywin's intelligence is never in question, but his blind spots are, and his repeated failure to understand the personalities of those closest to him was his biggest undoing. He was a brute of a father, and his relationship with Tyrion is the most obvious example. Tyrion is smart, but Tywin's hatred of his son meant he wasted one of the most brilliant minds in Westeros. He refuses to treat Tyrion as an asset, even after Tyrion proves himself as Hand, helps defend King's Landing during the Battle of the Blackwater, and survives numerous political traps.
