The Pistol-3000 only unlocks in New Game Plus AFTER you get the Sci-Fi ending. The Sci-Fi ending is a fairly complex process that involves solving the room door puzzle at the Hotel in the Otherworld, then finding the three Strange Books in Shorefront South, Clara Woods, and SWDP - Different.

Once you have completed the Sci-Fi ending, the Pistol-3000 will unlock for all New Game Plus playthroughs. Now, in the Shorefront South District, head east of Shore Wynd to find a set of garages. One of the doors on the right can be unlocked to reveal a room with a spooky green light.
By picking up the Pistol-3000, you will get the Future Hardware trophy. You will also have a gun that has infinite ammo and one-shots enemies by vaporizing them, so if you want to become OP in your future runs for perhaps the speedrun trophy, then the Pistol-3000 will be your savior.
