If you wish to unlock the Blood Surge Ability in the Vampirism Skill Tree, all you need to do is defeat Xanthe and drink her blood or locate Phial of Xanthe's Blood in The Blood of Dawnwalker. Luckily for you, the vial will be stashed in an easy-to-reach place in The Cathedral Complex.
The Phial of Xanthe's Blood will be found inside The Cathedral Complex Treasury in The Blood of Dawnwalker. To reach it, you need to jump into the northern garden during the night or just waltz your way in from the Cathedral's doors during the day. Entering the Cathedral for the first time will trigger a cutscene of Father Florin.

Entering the Cathedral Treasury requires a Key in The Blood of Dawnwalker, which you will find inside The Cathedral Complex's Belltower. During the day, you can enter the Cathedral, then talk to Acolyte, who is standing by the Belltower as a guard. To convince him to let you into the room, help him out with his task by consuming 1 Time Segment.
During the night, The Cathedral Complex doors are locked, so your only way in is through the southeastern tower. To reach it, you need to use your Shadowstep ability and the wooden platforms to replenish your stamina. Upon reaching the Cathedral's roof, jump inside, then head for the Belltower. Avoid being spotted by Xanthe to avoid triggering an early boss fight with the Vrakhiri, as she will be inside the Cathedral throwing orders at her followers.
Whether you go during the day or night, grab the key from the ledger on the table inside the Belltower after inspecting it carefully, then head outside to the garden.
Use the Treasury Key to unlock the Treasury door and head to the second floor. Once you spot a small golden chest, open it to get the Phial of Xanthe Blood in The Blood of Dawnwalker.
To unlock the Blood Surge ability in The Blood of Dawnwalker, you either have to defeat Xanthe and drink her blood, or you drink the Vial of Xanthe's Blood you found in the Treasury. The Blood Surge Ability will explode your enemies, but bosses will only take damage. The exploded enemy will deal damage to the surrounding enemies based on the Blood Surge ability level.
