When you make the trip up to the mountains with Lacra to visit Uriashi Village in The Blood of Dawnwalker, the village elder will have a special request for you. It is apparently tradition that the daughter of the current elder takes their place when it's time, but the village elder's daughter, Ocha, has run away.
The elder knows she's apparently at a pub in Svartrau City, but that's all the information she has. The pub you're looking for is in the northwestern part of the city, Altenmarkt, and once you enter, you'll spot Ocha almost immediately. This will unfortunately lead to a scene where Ocha tosses you out and fights you right outside while others watch, but once you win, you'll have a chance to speak with her.
Ocha's friend Nora will come outside to see what all the fuss is about, and eventually you'll be invited up to speak with Nora and Ocha. Before Ocha is willing to consider anything about Uriashi village, she wants you to help her friend Nora, who is unfortunately being forced to sell herself under the orders of Andrei, a crime boss even the guards don't mess with.
Ocha knows a hex to empty Andrei's head, but to perform it, she needs you to retrieve something important to him. The quest will then mark the location of a butcher shop where you'll find Andrei. Head straight to the butcher shop, and you should see a woman named Katja sitting along the wall nearby.
If you speak with her, she'll say she's dealing with her own problems, but if you share that you're there to help Nora, she'll tell you a little bit about Andrei. Turns out Andrei took a pendant that's precious to her, and she can't get it back until she makes up what she owes. At this point, you'll have the option to give her 400 Denarii, which you should do.
If you don't have the money, come back at night and enter through the second floor using Shadow Step. As long as you stay out of sight, you won't have to fight anyone. Steal the ring without anyone knowing, and everything else plays out similarly.
After you give her the money, she'll tell you that the way into the shop is to tell the butcher outside that you have some silver to sell. Head over to the butcher and select the option to sell silver. He'll ask to inspect your silver first, so go ahead and hand it over. He'll briefly check it before taking you to meet Andrei, who is unfortunately in the middle of something.
Andrei is in the middle of punishing someone by cutting off their hand. You'll have a quick decision to make about whether you'd like to step in, but for the sake of this quest, just let it happen. When he's done, he'll send the first Dragan to check your silver further while the two of you chat.
