We have a full walkthrough of Silent Hill Townfall's Part 5: Richard in case you're scared or stuck on a certain puzzle! There's quite a lot to do in Part 5: Richard, which is why you can find a step-by-step process to complete absolutely everything the section has to offer. Don't worry about the Widows, the puzzles, or even the collectibles, as we'll have everything you need to get through this chapter safely (and quickly).

When you first start, head left of the CEG Tower, and you will find a yellow booth. Enter inside and interact with the button on the table to open the gate. Once inside, head left again to find a garage door that will let you into the brick building.
Once you're inside, head upstairs and take a right to the Manager's Office, where you can find the Generator Key in a cabinet. Don't worry about the terrifying creature that just ran past you; that'll be relevant later, but for now, you're safe.
Head to the back of the power generator and interact with the levers. Use the D-Pad to navigate to the third lever (on the right) and pull it down, as shown above. Once done, head to the front of the power generator and insert the Generator Key, then pull the lever. Line A and Line B should be red, while Line C will be green, which turns on the power.
With power restored, walk to the elevator and interact with the red power button. You can now press the up button and navigate through the scaffolding by opening the gate, then heading left up the ladder, then down the next ladder above, so you can head through the open window and access the door for the cutscene (which also gets you a Shotgun).
Once you're inside the CEG Tower, you will need to navigate to the 5th Floor. You start on the 2nd Floor, so just follow the stairs up. However, this area is where you will encounter the sole enemy type in Part 5: Richard, which is the Widow.
Make sure you pick up the map from the stairs, and any corpse of Richard you see will have Shotgun Ammo, which is essential for taking out the Widows.
