In Once Human, Eternaland is a bit complex to understand at first, but to summarize things, this place acts as a Hub for players to preserve part of their progression. To understand how it works, first we need to talk about Seasons and Content progression, and also about the Eternaland Backpack, and of course, which items you are able to transfer from Scenarios to Eternaland.

Eternaland is, as the name implies, an eternal, immovable, and perdurable sort of progression in Once Human. It is unaffected by Scenario Shifts, and Structures you build stay there permanently. So it's like a Hub you can build to store all the Weapons, Items, Blueprints, and Deviations you obtained during your exploits in the past Seasonal Scenarios, or Exchange them for Astral Sand.
That means in Eternaland there's no Wipe; you can use it as a Sandbox builder. The Eternaland Backpack serves as a reservoir of everything you obtained, but some items cannot be taken out of Eternaland.
Building in Eternaland doesn't have a material cost, but instead uses Astral Sand as currency. Astral Sand is formed when transferring mats and items from past seasons into Eternaland. That way, players can sort of keep part of their item value once the Scenario Shift (Season Reset) happens.
It works as a sort of Sandbox builder, but the major limitation Eternaland has is that things you create in there cannot be taken out to your current Scenario, nor be transferred between scenarios.
Which means every time you switch scenarios, your progress resets. But you can also choose to remain in the same scenario forever; that is also an option.
There's a silver lining, though: Players have discovered a tremendously useful feature in Eternaland, which is the possibility of repairing currently equipped Gear using Astral Sand (since material costs are basically replaced as Astral Sand. That way, you can farm lots of low-grade mats, then transport them to Eternaland, and use your Repair Workbench to reset the durability of all your gear using Astral Sand.
