Geralt can get his hands on a crossbow during The Beast of White Orchard, the first major quest in The Witcher 3. However, you might be struggling to use it simply because there are quite a few menus to navigate. First, you need to equip it from your inventory; then you need to equip it from your Quick Access Menu; finally, you can use R1/RB! To start, make sure you've actually equipped the crossbow. The crossbow can be found in your Weapons tab in the Inventory, and you just need to click it to add it to your equipped gear. Now, you need to select the crossbow from the Quick Access Menu.
