Bakir is one of the Boyar you encounter along the way to defeat Brencis in The Blood of Dawnwalker. You can get a vial of his blood by completing a certain quest called Come Home. Drinking the vial unlocks the Shadowstorm ability in the Vampirism skill tree as well as increases Coen's corruption. Shadowstorm slows down time, giving you time to heal or attack the enemy. It costs 2 activation charges to use and sacrifices 15% of your health.
