The quest objective will update to "find a way out of the building," and the only way out is through a locked apartment that requires a 4-digit code.
Don't repeat the same mistake I made and keep searching the area for the code, thinking this could be one of those optional missable rooms with loot. Instead, head downstairs and enter through a door leading to a flooded corridor. Take a right when halfway through the corridor, and you'll loop back to the locked apartment area.
This time, you'll need to head up the stairs and enter a new area. Go to the end of the corridor and climb up the broken stairs to loop back to the apartment area again. This time, the area will be swarming with some enemies that you'll need to defeat.
