Cell is right up there in the Holy Trinity of Dragon Ball villains alongside Frieza and Demon King Piccolo. The perfect Android was originally meant to be Dragon Ball Z's final antagonist before Akira Toriyama pivoted into the Majin Buu Saga. In hindsight, it seems painfully obvious. Cell was an amalgamation of everything that came before – not just the villains, but the heroes too. He offered Goku and Gohan their greatest challenge yet.
While Cell has since been surpassed by Dragon Ball's ever-expanding power-scaling, he's no slouch across the multiverse and even made a long-awaited comeback in Dragon Ball Super as Cell Max. The strongest versions of Cell truly live up to their "perfect" status, and even have the potential to rival Dragon Ball's most powerful warriors.
One of the smartest things the Z-Fighters do in the Cell Saga is eliminate the Present timeline version of the Android before he can ever grow up. Being an embryo, Present Cell obviously has no way of fighting back. When investigating Dr. Gero's secret lab, Krillin and Future Trunks destroy everything, including Cell.
This prevents Present Cell from ever awakening in the future and becoming a threat. That said, even if Krillin and Trunks had done nothing, by the time Cell awakened when he would normally, he'd be far outclassed by Saiyans who now have God Ki and God forms. Cell would be killed within seconds.
Cell is no stranger to wild What If scenarios, but the craziest has to be from Dragon Ball Z: Budokai. After beating Budokai's Story Mode, the game unlocks new missions and What If scenarios for each Saga. Cell's What If has him accidentally absorb Krillin instead of Android 18, turning him into a pathetically weak version of Cell called Cellin.
Cellin actually gets weaker from absorbing Krillin, so much so, Yamcha and Tien are actually strong enough to defeat Cellin. Unlike other What If scenarios, it turns out this is merely a dream, not an alternate timeline. In the wait for the Cell Games, Cell gets antsy and starts having nightmares. The most revealing thing about the What If is learning that Cell has no respect whatsoever for Yamcha or Krillin, but does see Tien as a legitimate threat.
By going back in time, Future Trunks was able to work with his mother to develop a detonation device to destroy the Android with and train under his father Vegeta in order to reach his full potential. When Trunks returns to his timeline at the end of the Cell Saga, he goes back stronger, smarter, and more determined than ever. The first thing he does is effortlessly get his revenge on Androids 17 and 18, before rebuilding the world he and his mother lost.
