The Sinking City 2 includes two primary collectibles. One would be the Mushroom Jack broadcasts. The other one is the Emergency Relief Crates that are found throughout the areas you visit. While getting the Behind Every Crate Man achievement for opening all the E.R.C.s is nice, the better benefit comes from the items you can pick up from these crates.
You'll pick up parts that enhance your weapons, inventory upgrades, and sometimes general supplies like ammo from these crates. The hard part is finding an E.R.C. Activator Pen, which is required to open them and is never in the same location as the crate.
The areas leading up to the annex don't have any E.R.C.s, so you'll find your first one in the library annex. While you find the E.R.C. in the reception area, you won't find an E.R.C. Activator Pen until you're in the room where Corentin is hanging around. Make sure you grab it when you're backtracking out of the library so you can open the crate for the Voss's Compensator weapon part.
For the church area, you need the Star Key and to find the crypt that requires this key to open. Inside, you find the E.R.C. that has an inventory expansion. As for the E.R.C. Activator Pen, it's in the chapel room that you enter from the outside through the open window.
The fire station's E.R.C. is found on the second floor of the station in an office that has a wall of windows. However, the Activator Pen isn't found until you get into the professor's apartment, and that happens after you move the whale. So, you have to do a bit of backtracking. As a reward, you get shotgun ammo and a Dream Essence.
You find the printing house E.R.C. after you fall through the floor. It's to your right. As for the Activator Pen, you'll pick it up when you get behind the A.P.H. gate. You definitely want to get this crate, because you get another inventory expansion.
The hospital has a total of three crates you can find during your time here. The first one is in Reception, and it's just hanging out in the corner. It has the Cutter's Tomahawk weapon upgrade. Another E.R.C. is sitting in the Morgue on a rolling cart, and this one has an inventory expansion. The last E.R.C. is in the General Ward, which you reach by falling into the hole in the floor. It contains rifle ammo and a Dream Essence.
As for E.R.C. Activator Pens, you find one in the room with the door labeled "WR" by the Prosthetics Room. There's another key in the Wireless Room. Then, the third key is in the Nurse's Station.
