Ash Planks are tier 3 crafting materials in Runescape: Dragonwilds that can be crafted by putting Ash Logs into a Sawmill. As mentioned, you'll need to craft Bronze to get the Sawmill recipe. To make Bronze, you'll need to mine Copper and Tin from the Fractured Plains region just north of the starting area. Put both of these metals in a Furnace together with some Charcoal for fuel, then wait for the smelting process to finish.
Once you've acquired Bronze, open the Build Menu, switch over to the Crafting tab, then look for Sawmill under the Construction section. You'll need Bronze Bars, Ash Logs, and Stone to build a Sawmill.
There are multiple Copper and Tin Ore nodes scattered all throughout the Fractured Plains, and you can mine them all using a Bone Pickaxe. If you've leveled up your Mining skill enough times, you'll get the Rocksplosion spell, which will mine all ores within a generous radius for you.
You can usually Copper and Tin nodes near cliff walls and similar rocky outcrops. The ores on these nodes will respawn after three in-game days.

After building a Sawmill, all that's left to do is interact with it and place some Ash Logs in the processing menu's slot.
