The Yonko, also known as the Four Emperors, are the strongest pirates in the One Piece world. Each of them possesses an absurd amount of power with which they turn the most fearsome fighters into subservient underlings. Despite the high standing of the Yonko, there are many characters who actually pose a threat to them.
A lot of them are armed with strong Devil Fruits, which enable them to reduce the gap between themselves and the Yonko. Aside from these individuals, there are others who are able to go toe-to-toe with the Yonko, even though they do not have a Devil Fruit. These people rely on their Haki and physical abilities to get the job done. Naturally, there are not many who are capable of operating on the same level as a Yonko.
Dracule Mihawk is better known as the Strongest Swordsman in the World. Anyone up-to-date with One Piece is aware of how difficult it is to attain the title, especially when so many powerful characters utilize swords in combat. This makes Dracule Mihawk's accomplishment even more incredible. Mihawk does not possess a Devil Fruit, so he relies on his Haki and swordsmanship alone.
Mihawk possesses Yoru, an all-black blade that belongs to the supreme grade, making it one of the rarest and most powerful weapons in the story. Despite the size of the blade, Mihawk is able to wield it almost effortlessly. He can use it with both hands or with a single one. Mihawk combines his swordsmanship with Haki, and considering he used to be Shanks' rival, it's plausible to assume that his Haki is at an elite level. Overall, he is definitely one of the few characters who can match the Yonko in combat.
Monkey D. Garp is the fabled vice admiral of the Marines. He is considered nothing short of a legend within the organization, as he was one of the two Marines who were capable of challenging Gol D. Roger in combat, the other being Sengoku. Garp's legend doesn't stop there. In addition to being a constant thorn in Roger's side, he also fought against Davy D. Xebec in God Valley.
Garp possesses all three types of Haki, and he can use the advanced versions of Armament and Conqueror's Haki. In his prime, Garp could easily fight and corner Roger, so fighting one of the Yonko wouldn't be a problem at all. Even in old age, Garp was able to beat former Admiral Kuzan and several other members of the Blackbeard Pirates.
Scopper Gaban used to be the left-hand man of the late Pirate King Gol D. Roger. He fought many battles alongside his captain and earned quite the reputation for himself. Like almost all the members of the Roger Pirates, Scopper Gaban does not possess a Devil Fruit, preferring to rely on Haki instead. For a long time, it was unclear how strong Gaban really was.
Thankfully, this question was answered in the Elbaph arc. Not only did Gaban make short work of the Holy Knights, but he was also able to pressure Luffy and his friends. In fights, Gaban uses two axes, and he enhances his power by infusing them with Haki. While Gaban might not be able to beat a Yonko at his current age, there is little to no doubt that he would have easily matched them in his prime.
