Ever since the early days of Dragon Ball Super, fans were introduced to the God of Destruction of Universe 7, Beerus. Although Beerus was framed as the most powerful being in his native universe, the true holder of that title is his attendant Whis, as he, just like all the other Angel attendants in the multiverse, is an extremely powerful and natural Ultra Instinct user.
Because of this, these Angels are typically considered to be the most powerful race in the multiverse, and this is largely true due to their administrative and mentorship role for the Gods of Destruction. However, there are a select few Dragon Ball characters who exist at the very highest level of strength in the series, even above the Angels, so let's look at who they are.
Some fans would be upset at the Grand Priest's placement on this list, and understandably so, due to him being an Angel himself. However, the distinction is notable, since he attends to Grand Zeno himself and likely uses the most precise and powerful version of Ultra Instinct in the entire multiverse.
On account of being the greatest Angel, his accuracy with the technique is unparalleled, due to which even the legendary power of the remaining Angels is far below what the Grand Priest is capable of doing. Due to this, he is considered to be one of the 5 strongest Martial Artists in the entire multiverse who would have absolutely no problem defeating even the strongest of his children.
In Dragon Ball Daima, the true origin of the multiverse was revealed. Eons ago, the Good Demon King of the Demon Realm sent his most powerful subject, Majin Rymus, out into the void to create the entire multiverse, which he ended up doing. The power to do such a thing is simply astronomical, and Rymus was able to create dozens of universes from nothing, all by himself.
Unfortunately, nothing more is known about this legendary and godlike figure of the Dragon Ball pantheon. However, seeing as how creating entire universes and cosmic structures just seems to be a part of his arsenal, an argument could be made about Rymus being the strongest character in the setting altogether.
Very little is known about Zalama, the creator of the original set of Dragon Balls in the franchise's lore. The character has also not been seen throughout the run of the franchise, so it's unconfirmed if he is even a Namekian, though he most likely is, since only Namekians have been shown to have the knowledge and power to create these wish-granting orbs.
Because of this, it's clear that Zalama is ancient, as he existed within the Demon Realm alongside the other Namekians before the creation of the multiverse, and may possibly be older than even Rymus. Due to the Super Dragon Ball's ability to grant any wish possible, the power of the creator of these orbs is sure to be immense.
