Ultra Instinct may not be the most powerful form in Dragon Ball right now, but it has the potential to be the greatest transformation in the entire franchise. Ultra Instinct is just as much a form as it is a technique, balancing the power boost that comes from transforming with a level of martial arts mastery that can only be achieved from years of skillful training or combat.
Goku unlocked Ultra Instinct at the end of Dragon Ball Super 1, but the sequel is introducing some new Ultra Instinct users of its own. Dragon Ball Super 2 is giving Ultra Instinct to several other characters, making Goku's journey to mastering the form all the more impressive – and complicated.
In the Dragon Ball Super manga's version of the Tournament of Power, Master Roshi channels his years of martial arts experience into a hybrid state that greatly resembles Ultra Instinct. Roshi has no access to God Ki, but he fundamentally understands the basic construct of Ultra Instinct by simply being a martial arts master – so much so, even Beerus ends up commenting on Roshi's usage of the technique/transformation. The Dragon Ball Super anime did not feature this sequence, with Goku unlocking Ultra Instinct via a Spirit Bomb instead.
That said, Dragon Ball Super: The Galactic Patrol will bring human Z-Fighters back into the story and give them all personalized fights against Moro's army. Roshi will battle Miza, Iwaza, and Kikaza, where he blindfolds himself in order to suppress his lusty feelings and use his version of Ultra Instinct. Dragon Ball Super 2 will either need to have Roshi unlock the form while fighting the Galactic Bandit Brigade, or ignore the original anime and follow the manga's continuity.
Bardock was nothing special in Dragon Ball Z, but Dragon Ball Super 2 is bringing the father of Goku back as a major character in the Granolah the Survivor Saga – the second story arc following Dragon Ball Super: The Galactic Patrol's Moro Saga. The saga features a flashback arc told primarily from Bardock's perspective, finally giving Goku context on the type of man his father was and the lengths he went to give his son a better life on Earth.
As fan servicey as it is to make Goku not only aware of Bardock, but proud of him since he heroically fought to protect Granolah from Gas, Bardock's chapters are some of the best written in the Dragon Ball Super manga and are going to be downright amazing when finally animated in Dragon Ball Super 2. Bardock actually unlocks his own version of Ultra Instinct while fighting Gas, but unlike Roshi's Ultra Instinct, Bardock's is rooted in his status as a skilled warrior, not a master martial artist.
Where Roshi's Ultra Instinct gives him the amazing reflexes and speed of the real Angelic transformation, Bardock's Ultra Instinct functions like a more traditional form. The giveaway that Bardock is using a variant of Ultra Instinct is the fact that Gas explicitly connects True Ultra Instinct Goku to Bardock. Not only that, the powered-up Bardock is drawn exactly like Ultra Instinct Sign Goku, implying that Goku's mastery of UI is on some level genetic. The greatest evidence is the fact that Ultra Instinct Bardock goes from having a Power Level of less than 10,000, to being strong enough to actually hurt Gas and give him Saiyan PTSD.
