Not all of these characters are human, but most of them could still hold their own in a fight against much younger characters.
Experience comes with age, which is why several of Naruto's oldest characters were Kage-level or near Kage-level. Some of the oldest Naruto characters can wipe out a village with a single attack. The strongest of these old characters was considered by many to be a God because of her overwhelming power, which included an ability that could destroy the entire Ninja World in an instant.
Gamamaru is the Great Toad Sage of Mount Myoboku, renowned for his highly accurate prophecies. He witnessed Kaguya Otsutsuki's Infinite Tsukuyomi more than 1,000 years ago because he was already alive when she arrived. This makes him the oldest living being on Earth who was actually born on the planet. He was the person who taught Hagoromo, the legendary Sage of Six Paths, how to use Sage Jutsu.
Gamamaru mastered Sage Jutsu when he was very young, which means he can still use heightened senses and superhuman strength in battle despite his advanced age. That said, he has lost much of his speed and stamina over the centuries. It should also be noted that Gamamaru is highly proficient in Water Release, to the point he can propel large creatures a fair distance away.

Unlike most living things, Black Zetsu never aged, and could survive even if its body was cut in half.
Black Zetsu had incredible sensory skills, to the point it could sense others from miles away. It could phase through solid matter and absorb or distribute chakra through physical contact. Black Zesu could use a weaker version of Wood Release, which was strong enough to give the Fifth Mizukage, her successor, and other elite ninja trouble until Naruto's clone arrived. While fighting with its "mother," it could open portals and perform Kaguya's All-Killing Ash Bones technique. Despite these abilities, Black Zetsu was not much of a fighter.
As the former leader of the Puppet Brigade, elder Chiyo was arguably the Hidden Sand Village's strongest female ninja. She earned fame for her puppet mastery, as well as her medical ninjutsu skills. Even at the age of 73, Chiyo could fight on par with her grandson Sasori, who was an S-rank rogue ninja at the time. Even Kabuto acknowledged her battle prowess, which is why he resurrected her during the Fourth Great Ninja War.
