In the full version of Palworld, you'll be able to find Tombat as a cavern boss when you go through optional dungeons in specific areas of the Palpagos Islands, but only if you go in to fight it during the night, since it's a nocturnal Pal and will not appear during the daytime hours.

If you'd rather hatch your Tombat, you can try to do so by incubating a Large Dark Egg you find hidden across the same areas of the map. You may also encounter Black Marketers around the map that may feature one of them for sale.
