Completing the A Pilgrimage for Power quest requires you to find four Uriashi Glyphs in The Blood of Dawnwalker. The four Uriashi's stones will be unmarked on the map and will be scattered all across the Vale of Sangora. Completing each one of them will give you a Ravenous Flock Manual and 250 XP.

A Pilgrimage for Power : Bear Trouble
The first A Pilgrimage for Power quest will be west of Laslea Gate Shrine, which you'll stumble upon after finishing The Blood of Dawnwalker Prologue. Head to the location to trigger the A Pilgrimage for Power: Bear Trouble quest and follow the wind chimes up the mountain by using Focus Mode.
You'll find a Ravenous Bear next to the Sacred Stone. Defeat it, inspect the items and the body in the cave, then interact with the Uriashi Glyph (2 Time Segments) to complete the first A Pilgrimage for Power quest. The rewards will include a Ravenous Flock Witchcraft Manual in The Blood of Dawnwalker and 250 XP.
Go to your inventory and read the Manual to unlock the Ravenous Flock Ability. To activate it, you need to go to any nearby Shrine and choose perks.
