The Dragon Ball multiverse has grown considerably since the days of Akira Toriyama's original manga. With Dragon Ball Super: Beerus set to premiere this fall, Dragon Ball Z now branches off into multiple different timelines, including three versions of Dragon Ball Super, Dragon Ball GT, and Dragon Ball DAIMA. Each universe in Dragon Ball is filled with some of the most powerful characters in anime history, especially when it comes to the villains.
Dragon Ball villains are in a league of their own these days. The strongest across the multiverse have the power to alter and destroy reality itself – offering Goku and the rest of the Z-Fighters the highest stakes battles they've ever experienced. Amongst Dragon Ball Z's many sequels and spin-offs, Goku's lucky he's only dealing with one of the multiverse's most powerful villains in the canon timeline. Even then, he might not be so lucky once the Black Frieza Saga starts.
The Dragon Ball Z movies exist in their own bizarre continuity, where each film is stand-alone and more or less adapts whatever was happening in the anime at the time. Fusion Reborn is Toei's take on Vegito's battle with Buuhan, except this time the fusion gets to win. Given that Goku and Vegeta needed to fuse into Gogeta to defeat Janemba, it stands to reason that Janemba would be on par with Buuhan, Power Level-wise.
Each villain is usually stronger than the last in Dragon Ball, but Wrath of the Dragon's main villain is only about as strong as Kid Buu. Janemba is easily the most powerful of the original Dragon Ball Z movies, easily overwhelming both Goku and Vegeta while they were fighting separately. DBZ Broly technically has the potential to grow stronger, and is indeed more powerful than Janemba in Super Dragon Ball Heroes, but that Broly comes from the CC Timeline, not Toei's movie timeline.
Gomah isn't a threat in his base form, but once he gets his hands on the Evil Third Eye, he becomes one of the most powerful characters in Dragon Ball DAIMA. Only Super Saiyan 4 Goku is stronger than Giant Gomah, but he still fails to beat him thanks to the Tertian Oculus granting him immortality. If not for Majin Kuu, the heroes would have ultimately lost their final battle against Gomah.
What makes Giant Gomah so dangerous isn't his Power Level, so much as his immortality. That said, he's certainly powerful. Giant Gomah is strong enough to still injure Super Saiyan 4 Goku and Super Saiyan 3 Vegeta – though he would ultimately lose against them in a fair fight with no invulnerability.
Goku actually dies while fighting Omega Shenron at the end of Dragon Ball GT, mysteriously coming back to life when all hope is lost thanks to the power of the Dragon Balls. Omega is extremely strong, second only to Super Saiyan 4 Gogeta by the end of Dragon Ball GT. Had Goku not been brought back to life, the Dragon Ball GT universe would have been completely destroyed by Omega.
