The main problem associated with Impure World Reincarnation is that it is a strictly forbidden jutsu that requires a sacrifice. When Tobirama created the technique, he knew that it could potentially cause a lot of damage, which is why he classified it as a forbidden jutsu. It was written down on a forbidden scroll in the hopes that no one would ever find out about it. However, the second Hokage couldn't have been more wrong.
Orochimaru learned the technique, and he conducted many inhuman experiments that resulted in the deaths of countless people. Eventually, Hiruzen Sarutobi drove him out of the village. Later, Kabuto began to utilize the jutsu. He refined the technique and made it better suited for use. The enhancements were a key reason why Kabuto was able to provide Obito with several reanimated ninjas, which included the likes of Madara Uchiha, the Third Raikage, Kinkaku, Ginkaku, and many more legendary ninjas. Following the conclusion of the war, the technique was sidelined for good reasons. But as previously stated, it may be time for Impure World Reincarnation to make a comeback. With the number of strong enemies increasing, the heroes could do with some kind of support, and the Impure World Reincarnation could provide that easily.

Boruto can seek out Kabuto or even the reformed Orochimaru to come up with a plan to bypass the need for a sacrifice. Given how much technology has progressed in Boruto, it wouldn't be out of the question to create "sacrifices" that don't require actual human beings. It is also worth mentioning that Amado is fighting against the Otsutsuki and the other villains, so he will help the village if he deems it fit. Since he is a genius, it would be unwise to put it beyond Amado to come up with a solution. The scientist has done the impossible many times, so bypassing a condition shouldn't be a problem for him.
