There have been many colorful villains in Star Wars, but the most memorable ones are rarely wearing an Imperial uniform. The favorites are usually either imposing Sith lords like Darth Vader and Darth Maul, outlandish aliens like Jabba the Hutt, or laconic bounty hunters like Cad Bane and Boba Fett. This is not to say that the Empire is short of interesting characters, though. There are several nuanced, complex villains lurking within its ranks, many of whom embody that Hannah Arendt term of the "banality of evil."
Some are great military commanders, some are adept at progressing through the Empire's unforgiving hierarchy, while others simply manage to survive in an environment where failure can be fatal. Looking at the best Imperial characters from Star Wars films, animated series, and Expanded Universe, many stand out as far more competent at their jobs than others.
Dedra Meero is not a conventional Imperial officer in Andor. She ruffles plenty of feathers, and she's a relatively junior newcomer, surrounded by colleagues who are more concerned with petty rivalries and bureaucratic red tape than actually addressing the growing threat posed by the Rebellion.
Meero is the only intelligence officer who takes the apparently insignificant thefts across the Empire seriously, and she quickly develops a coherent theory about a mysterious figure high up within the growing Rebellion network. Andor emphasizes her efficacy so much that you could be forgiven for expecting some sort of redemption arc, but that's not the story Tony Gilroy wanted to tell.
Meero's greatest strength is also what brings her down. She is determined, driven, and ambitious enough to challenge the assumptions of her superiors, and she's unafraid to voice unpopular theories. She is brilliant at following a trail, but ultimately, her obsessive dedication to her work blinds her to the political realities of the Empire. Her insistence on confronting Luthen herself gives him an opportunity to make a final act of rebellion, while also painting a huge target on her own back. When the rug is pulled, and she sees just how little her loyalty has bought her, it's both cathartic and harrowing.
Orson Krennic is the complete opposite of Dedra Meero because he maneuvered himself into a position of authority through a combination of opportunism, ambition, and fanaticism with a unique sense of vanity. Part of the reason Rogue One works so well is because of the recognizably human traits embodied by the villain at its center: his insecurity, arrogance, and desperate need for validation make him a fascinating, if repugnant, character.
Underneath all his grandstanding, Krennic is a very effective administrator, with his work on the Death Star even earning a grudging compliment from Grand Moff Tarkin. Ultimately, Krennic's problem isn't his lack of ability, and he's certainly not a coward, since he personally chased down Jyn Erso, but his fragile ego lets him down. He's perfectly capable of overseeing the Empire's most important project, but he is much less capable of accepting that someone else might get the credit.
What makes Krennis especially interesting is the contrast between how he presents himself to his superiors and those beneath him. In Rogue One, he is arrogant but frequently on the back foot, constantly grafting to appease his superiors and claim credit for his work. In Andor, he's much more intimidating and tyrannical; his mere presence causes panic for Luthen and Kleya, demonstrating the reputation he has acquired even outside the Empire.
