Monkey D. Luffy is one of the two new Yonko in One Piece and is an incredibly powerful pirate. He has progressed by leaps and bounds over the two-year timeskip and, after the events of Wano, he is now in a completely different league compared to before. Luffy is gradually rising in terms of power and influence on the seas; however, he still has a lot of room to grow, given that he's just 19 at this point in the story. He's the youngest Yonko to have ever appeared, and while he has already defeated the strongest creature, Luffy still has some others that he has yet to surpass in one way or another.
Rocks is easily one of the strongest pirates to have ever lived in the One Piece world that the fans know of. He was once Roger's most vicious enemy, even greater than Whitebeard himself at the time. He also killed an Admiral easily during the Reverie 56 years ago.
Unfortunately, he was beaten on God Valley after being Domi Reversed by Imu. It took the collaboration of Roger and Garp to finally put an end to him. Eventually, he was surpassed by the next generation of legends of the One Piece world, like Roger, Rayleigh, Whitebeard, Gaban, and Garp. Rocks was extremely powerful, and Luffy certainly is not on that level yet. However, he will get there in time.
Shanks is an extremely powerful pirate and most likely the strongest of the Four Emperors of the Sea currently. He does not have a Devil Fruit; however, his Haki is on a completely different level. He was able to decimate Kid, a pirate worth 3 billion berries, and his right-hand man, Killer, in a single swing of his sword.
This just goes to show how dangerous he truly is, and fans should absolutely expect him to be a level above Luffy, at least until they fight and Luffy defeats him.
One of the legendary pirates of the One Piece world, Whitebeard was in a class of his own. Even among the Yonko, his portrayal in the story has been completely different and is the closest to the Pirate King. After Roger, Whitebeard was the strongest pirate before the Great Pirate Era, and this means Luffy is yet to reach those heights just yet.
That certainly does not mean that Luffy will not surpass him. He already has the tools to get to that level. Once he acquires more victories to his name, Luffy will certainly surpass Whitebeard as well.
The Hero of the Marines, Garp might be old right now; in his prime, he was an absolute monster who was able to contend with the likes of Roger easily. He does not have any Devil Fruit power; however, his Haki is on a completely different level.
