The Galactic Patrol are the guardians of the Dragon Ball universe. While they may not be made up of the physically strongest beings in the universe, their diverse racial make-up and advanced weaponry allow them to take on beings even the Gods would struggle to defeat. The Galactic Patrolmen are constantly batting above their weight in Dragon Ball, but Dragon Ball Super 2 is going to change things by giving the group some especially powerful new members.
Dragon Ball Super: The Galactic Patrol is going to live up to its title by introducing some of the strongest characters in anime history – some of which can even use Ultra Instinct. Goku and Vegeta are facing a villain with more power than even the Gods, but they won't be alone in their war against Moro. Dragon Ball Super 2 is going to show anime fans that the Galactic Patrol is more than just Jaco's usual comic relief. This is one of the strongest groups in the series and Frieza is lucky they let him off so easily throughout DBZ.
Jaco is treated as a joke throughout Dragon Ball Super, but he's actually extremely powerful by Galactic Patrolman standards. In the original Jaco the Galactic Patrolman manga, Jaco was sent to Earth specifically to kill Goku before his arrival. That alone means that Jaco must be stronger than the average lower-class Saiyan. Considering how effortlessly Jaco fights off the Frieza Force in Resurrection F, he scales to early-Namek levels at worst.
In Dragon Ball Super 2, Jaco is going to briefly fight one of Frieza's soldiers on New Namek. Cranberry was around during the original Frieza Saga, but was killed by Zarbon, allowing him to get revived with the rest of the Namekians at the end of the arc. Jaco ends up beating Cranberry, and without much effort. In terms of Power Level, Jaco easily falls in the mid-thousands range. He might even be a Ginyu Force-tier fighter.
Part of what makes the Moro Saga such an amazing arc is that it feels like a genuine sequel to the Majin Buu Saga. Buu plays a huge role in the first half of the arc, as the Grand Supreme Kai who Kid Buu absorbed before Dragon Ball Z was actually the one to seal Moro away in the ancient past. By awakening the Grand Supreme Kai within Majin Buu, the Djinn briefly turns back into the Kai, who fights alongside Goku and Vegeta as part of the Galactic Patrol.
What's especially interesting about the Grand Supreme Kai is that he retains Fat Buu's full power, personality, and skill set. He even uses Buu's face for a huge chunk of the fight. Given how well the Grand Supreme Kai does against Moro, it's fair to say he inherited all of Majin Buu's full power. The Grand Supreme Kai/Buu VS Moro is going to be one of the best and weirdest fights in Dragon Ball Super 2 – and the only time Buu will do something important in all of DBS.
Merus is a mysterious Galactic Patrolman introduced at the start of the Moro Saga who goes on to become the arc's heart. Merus isn't just a Patrolman, he's actually an Angel in training who's been observing the Northern Galaxy in order to gain a better understanding of Universe 7. Since Merus is an Angel, however, he is not allowed to use his full power to defeat foes and instead has to use his Galactic Patrol weaponry.
