Players will randomly receive a call from Zoe while exploring the world, telling Dylan that someone had just reported seeing her old college friend Matthews down at the FBC Field Office in Control Resonant. This usually happens after you save Arish from the Evacuation Building during the Evacuation Measures main story quest. Here's a guide to where you can find Matthews in Control Resonant and the outcomes of both choices you receive afterward.
To find Matthews, you'll need to enter the Security Station located in the southern part of the FBC Field Office in Central. You'll spot an orange building right next to a sign with directions to the Evacuation Zone (it has the fast travel door on top). There are two doors leading into the Security Station; head inside the one I've marked above using your Clearance Level 1 keycard.
Head inside and look to the north, and you'll find a soldier standing in the corner of the room. Talk to the soldier, and you'll need to select specific dialogue to make him admit he's Matthews, as he'll try his best to hide his identity from Dylan.
He'll eventually reveal that he is Matthews, and he deserted his team in the West Incursion Zone. Additionally, he'll plead with Dylan not to tell anyone, especially Zoe.
Exit the Security Station building after talking to Matthews, and Dylan will call Zoe to say he went looking for Matthews. After that, players will get a choice: Tell Zoe that Matthews is alive and has abandoned his team, or tell her that it wasn't Matthews.
If players choose to lie to Zoe, she'll be somewhat relieved to know it wasn't Matthews, as you never want to be the one to survive when the rest of your team dies.
Players will be able to ask a follow-up question if Zoe was close to Matthews. This will give players more tidbits of lore about Zoe and her ties with Matthews.
If the players choose to reveal that Matthews is alive to Zoe, she'll be furious and will be dead set on reporting him to management for desertion.
