If you want Geralt to carry more items, you'll need better Saddlebags. Saddlebags are your item-weight upgrades in The Witcher 3, but that's not the only way to improve Geralt's trusty horse. The Zerrikanian Saddle is acquired by completing The Heroes' Pursuits: For the Goddess' Glory, which is the final horse race side quest on Skellige. You'll have to complete these quests in order to unlock the final part mentioned above:
If you own Hearts of Stone, the Caparison of Lament is the best Saddle, as it grants +100 Stamina. However, obtaining this Saddle will require you to side with Gaunter O'Dimm in the "Whatsoever a Man Soweth..." mission.

If you own Blood and Wine, the Beuclair Saddlebags will be the best, as they have a +110 maximum inventory. These can be found at the "Knight Errant in Distress" quest marker, or purchased from armorers in Toussaint.
The Zerrikanian Blinders can be won by completing The Heroes' Pursuits: Laer Trolde, which is a horse race located in Skellige. It's a simple side quest, and rewards the best Blinders (even with DLC) to ensure that Roach will rarely get scared of monsters and won't be a burden when riding through areas swarming with enemies.
