After you finally make it past the Widows and into the 5th floor of the CEG Tower, you'll be tasked with fixing the projector. You're going to need to find and replace the Projector Bulb and Lens in Silent Hill Townfall in order to proceed with the next step, but these items aren't going to be easy to find if you don't know where to go, what doors to open, and what you actually need to do with them.
When you reach the Boardroom on the 5th floor, make sure you actually pick up the Access Card Level 3/4 from the table by the phone, or else you will not be able to enter the locked rooms on Floor 3 and Floor 4.
Head down to Floor 3. By the elevator, there's a door leading to Public Relations and Finance that you can now open with the Access Card you acquired.
Head left of the now-opened rooms and enter Public Relations (P.R.), where you will find a reception desk in the center along with some stairs. Take the stairs up, and you will now be in the Media Department on Floor 4. Take a right from the stairs to enter a room with a dead Richard who has the CEG Storeroom Key for you to collect.
With the CEG Storeroom Key, head left from the stairs to find the locked Storeroom, which can now be unlocked. In the cabinets labeled "General Storage," you will find the Projector Bulb, along with the CEG Checkout Sheet that will inform you that the Projector Lens is in the 3rd Floor Finance, and the room code is 2709.
Return to Floor 3 and locate the Finance door. There's a keypad here that requires a code. To enter the Finance room, use your Access Card Level 3/4 on the reader to the left of the keypad. Then, enter the code 2709 and click "OK".
Once you're inside the Finance room, head into the CFO office. Behind the desk is a drawer that you can open to get the Projector Lens. With the Projector Lens now obtained, you will have both Projector Parts, so return to the fifth floor at the Boardroom!
With both Projector Parts, head into the Boardroom and interact with the projector in the following order:
