In The Sinking City 2, the safe codes for both the apartment and hotel are among the earliest puzzles you encounter, as they're basically at the start of the game. While some games put codes in locations where you can spot them easily if you're looking, The Sinking City 2 is going to make you do some exploring of these areas to get the codes.
The apartment section comes first, followed by the hotel that appears about halfway through the game. The apartment section leads to the library annex portion, but then you won't encounter the hotel until after the printing house section.
The apartment safe code is found by using two notes. The first note is the one called "To Martin," which is found on the safe in Apartment 5. It informs you that the code is their proudest moment, but we don't have the information to figure out the moment yet, so leave Apartment 5 and enter Apartment 6. Here, you can break the barrels and drop to the lower level through the hole in the floor.
Next, climb through the hole in the wall to enter the Radio Store. On the cash register, you find the second note that you need for the safe code in Apartment 5, which is titled "From A Sister." This note informs you that it's been 21 years since their business opened, which means that the safe code is 21 years from the present year, which is 1929.
Inside the safe, you find some ammo and Dolorocide Pills, which give you a bit of health. The nice part is that picking up the pills gives you the recipe to make more through the crafting feature.
Once you go through the library, church, printing house, and fire station, you can move the whale out of your way to get to the hotel, where you've been asked to help somebody named Lorelei. The hotel is quite a bit bigger than the apartment section, and you end up going back and forth between areas to keep up items you couldn't reach before. As a result, this section takes longer to complete.
When you're in Room 304, you find a hotel employee that's met an unfortunate fate above a hole in the floor. Once you get close to him, you hit the prompt to grab his staff keys. Of course, this doesn't go as planned and the body, along with the keys, fall to the lower level. Go down to Room 202 and drop to the first floor from a hole in that room, letting you grab the Staff Key.
Return through the kitchen, and you can pick up a note called "Baby, One More Tide Lyrics," which you need for the safe code. Head back up to the second floor and open the Staff Room to grab some Lorelei Tokens. These aren't needed for the safe, but you do need them for the overall area.
