Once you open the gate to Atlas Way in Silent Hill Townfall, you can enter the CEG Tower. Your new task is to reach the 10th floor, but if you try to interact with the elevator, you'll be told that you need an Access Card. Thankfully, this is a fairly simple process, so long as you follow the steps below.
To begin, head into the Maintenance room and look in the trash can to find the Case Codes, which are a sheet of paper torn in half. This will become relevant later, but for now, focus on the whiteboard, which has the number 4 followed by arrows, which indicates the Security room password.
Head to reception and enter the Security room with the password 4895. Once inside, interact with the trash can by the desk to get the other half of the Case Codes. You can now combine this item into one document that will allow you to read all the codes on the sheet.
Head to the conference area filled with chairs and black boxes. At the podium on the stage is the Box IDs and Names document, and it will tell you to find Richard's box, which is box 36.
Box 36 can be found in the third row from the front in the sixth seat. When you find box 36, enter the code 486, and the box will open and give you the Employee File Cover Note, which you can then take to the Security room to generate your own Access Card.
Inside the Security room, interact with the computer and card reader on the left (make sure the card reader is on, as indicated by the green light).
You can now enter the Employee ID: 00007820518. Now, press Up on the D-Pad to generate the Access Card and print it out, which can then be collected from the card reader. You can now use the Printed Access Card on the elevator to reach the 10th floor, which begins a cutscene that puts you into Part 5.
