With the greatest respect to everyone else out there who has ever held a Morpher, there's no Power Ranger more iconic than Tommy Oliver. As played by the late, great Jason David Frank, Tommy appears in more iterations of the Power Rangers franchise than anyone else, usually switching up his Ranger forms along the way. He was the Red Zeo and Turbo Rangers, the Black Dino Thunder Ranger, and most famously, he served as both the Green and White Rangers on Mighty Morphin Power Rangers.
In MMPR alone, Tommy went from being Rita Repulsa's brainwashed pawn to using his Green Ranger powers for good, before completing his redemption by leading the Rangers himself as the White Ranger. Seeing as his Green Ranger form was so beloved by fans, though, what was the reason for the wardrobe change in the first place? And, what's more, where did Tommy's White Ranger powers even come from? Although the show itself skirts over both these questions, the answers are out there.
After debuting in MMPR Season 1, Episode 17, "Green With Evil, Part 1," Tommy continued on as the Green Ranger until Season 2, Episode 13, "Green Ranger No More, Part 2," when Lord Zedd finally destroyed the Green Ranger powers for good. This briefly seemed like the end of the Ranger road for Tommy, as he even left Angel Grove to find new purpose in life. Then, in a big shock for the Rangers, Tommy is re-introduced as the White Ranger in Episode 18, "White Light, Part 2", with Zordon appointing him the new leader of the team.
There are a few different reasons why Tommy Oliver switched from green to white, and all of them are to do with behind-the-scenes issues. First, Power Rangers utilized footage from the Japanese Super Sentai shows, and each season of MMPR adapted a different season of Super Sentai (with an increasing amount of creative license). Moving into Season 2, then, there was no more footage of the Green Ranger at the production team's disposal, so Tommy needed a new suit if he was going to stick around.
Mighty Morphin Power Ranger Season 1 was adapted from Kyōryū Sentai Zyuranger, Season 2 borrowed elements (like the White Ranger) from Gosei Sentai Dairanger, and Season 3 introduced suits and storylines from Ninja Sentai Kakuranger.
The Sentai versions of the Green and White Rangers are not the same character, but the reason they were both Tommy in MMPR is to help smooth over an incoming casting shake-up. Due to pay disputes, Austin St. John, Thuy Trang, and Walter Emmanuel Jones were all leaving Power Rangers, with the trio exiting shortly after the White Ranger's arrival in Season 2, Episode 20. Given Tommy's enormous popularity, it made sense for Saban to simply give him a new Ranger power and bump him up to team leader to make up for the loss of fan-favorite Red Ranger Jason.
That's the real-world reason why Tommy became the White Ranger, but what about the reason for the transition within the Power Rangers universe? In "White Light," Billy discovers Zordon and Alpha running final tests on the new White Ranger before Tommy's return is revealed to the team, but exactly how Zordon pulled a new Power Coin out of his pocket dimension is left unexplained. However, when the BOOM! comic book series came along, the untold tale of how Tommy got his White Ranger powers was finally unveiled.
The Power Rangers comics from BOOM! Studios take place within the canon of the TV series, although they update the setting to the present day.
