Fred (Fra) is hands down one of the most interesting characters that you'll come across, who's also the main NPC that you'll be dealing with during A New Directive side story in Control Resonant. This quest involves running around the FBC Field Office, Oldest House, and Watchtower to satisfy Fra's demand and get him inside the Containment Unit. Here's a complete guide to help you complete the side story with ease.
Players will unlock A New Directive side story in Control Resonant while completing Pope's Research quest. Specifically, players will receive the first radio call from Fred when they arrive at the Factory Island (west of Patterned Evac Building) while setting up Probe Relays in the Unknown zone. This will add the quest to the journal, but you won't be able to start it until you've received the second call.
The second call arrives when players continue to visit the islands around the Unknown zone. In my instance, I got the second call when visiting Tower Island west of the Patterned Field Office in Unknown. This will give Dylan a clue that the Mystery Caller is somewhere at the Field Office back in Central. After completing any remaining Probe Relays, you can head straight there to start the quest.
To find the Mystery Caller during A New Directive quest in Control Resonant, you'll need to head inside the Cafeteria located near Langston's office (Field Panopticon).
After heading inside the Cafeteria, you'll find a mysterious figure wearing a hazmat suit holding coffee cups. The person will identify themselves as Fred and will talk in gibberish.
Once you're done talking to Fred, you'll need to talk to Langston to get his help in understanding what he's saying. After a brief interaction, you'll need to go talk to Fra again, who'll tell Dylan he wants to be a belly lead of the brightest table.
Now, head back to Langston to decipher what Fra's saying. Eventually, you'll need to choose the dialog saying "The Oldest...," which will prompt Dylan and Langston to realize that Fra wants to be the director of FBC in Jesse's absence. So, both will plan to trap Fra in his Containment Unit after making it look like the real Director's Office.
To make Fra's Containment Unit look like the Director's Office, you'll need to go to the real one to get a reference of the office layout. If you need directions, simply fast travel to the Oldest House: Central Executive and then take the double doors under the "Thomas Street Exit" sign and turn right to enter the Director's Office.
