The Jinchuriki of the Five, Han is quite a powerful individual, and he can utilize the power of the Tailed Beast Ball as well. This was confirmed to the fans in the Minato One-shot, when he was seen fighting in the Third Great Ninja War against Team Jiraiya. Han could utilize the power of Tailed Beast Ball as if he were a Perfect Jinchuriki himself. It can be assumed that Han had above-average control over his Tailed Beast and that even though he was not a Perfect Jinchuriki, he could control many aspects of its powers, such as utilizing this dangerous ability.
Han was seen firing off this powerful ball in the war, and even the likes of Minato and Jiraiya had no option but to evacuate.
The Jinchuriki of the Four Tails, Roshi is also an incredibly powerful ninja and a user of the Tailed Beast Ball. Just like Han, Roshi was seen having great control over Son Goku. He was also seen charging up a Tailed Beast Ball in the Minato one-shot manga, and that just goes to show how strong he truly is in combat. Unfortunately, his full strength as a fighter was never revealed to the fans.
Killer Bee is one of the few perfect Jinchuriki to exist in the Naruto world and, as a result, he can make full use of Gyuki’s powers. It should not be a surprise to any fan that he can utilize the Tailed Beast Ball. In the fight against Sasuke, he utilized this powerful ability and obliterated everything in his path.
Killer Bee went on to use this power many times in the 4th Great Ninja War and, in fact, his control over it is such that he can even teach it to others. He was the one responsible for teaching Naruto how to manifest a certain version of this technique.
Naruto Uzumaki, the protagonist of the series, is the strongest user of the Tailed Beast Ball in the entire series. With the power of Kurama at his side, Naruto Uzumaki manifested a Tailed Beast Ball. In fact, he can even incorporate this into his many techniques, such as the Rasenshuriken. Naruto is an incredibly amazing ninja, and despite him being a pacifist, he possesses tremendous destructive power up his sleeve that he can use if need be.
The Fourth Hokage, Minato Namikaze, returned in the 4th Great Ninja War as a Jinchuriki, and it was revealed that he had already mastered control over the Yin half of Kurama. Minato was, thus, a perfect Jinchuriki.
