After you find the handwheel in the Cold Storage room, you can close the gas pipe. This will open up access to a new area on the first floor of Fish Market in The Sinking City 2. In this new area, you will find a safe inside a locker room with valuable loot, and we have the code you need to unlock this safe below, along with a guide on solving the code puzzle for yourself if you didn't want the answer directly!
Enter and validate it to open the safe and pick up the modification equipment for the Grenade Launcher. This modification will stagger enemies if multiple of them are caught in the blast.
Now, for those who want to know how I discovered the code, it was hinted at in an evidence file found inside the Salt Storage room. Actually, that room also hosts another modification part for the Grenade Launcher, with an evidence piece that hints at the next mod equipment.
The evidence file mentions that the code to the safe is the same as the code to the Salt Storage room, but it's technically not possible, because the code to the Salt Storage room has 5 digits overall.
You can probably solve this yourself by entering the first three digits and trying all available numbers for the last spot until you open the safe. However, this is solved in another evidence piece, where it is mentioned that the last digit cannot be 16, so it is a 6. But honestly, you don't even need this piece of evidence unless for the Dream Essence.
This is the only optional safe in the Fish Market chapter. There is one more safe that you will find throughout the main objective, but you will obtain the code to it by default, and you will have to open it to get some items that are required to make progress in the story.
While you are at the Locker Room, make sure to search the lockers as well. One of them contains an ERC Activator Pen, which is worth collecting to open one of the sealed ERC boxes in the Fish Market. There are, of course, more than one on this map.
