Not long after Simon picks up the pay phone for the first time in Silent Hill: Townfall, you'll find yourself in what the game calls Otherworld. Navigate your way through the narrow corridors of this area until you reach a room, which will turn out to be a hotel room in St. Amelia. Unfortunately, all the doors are locked, but there is one with a unique-looking dial that requires a date to be input.
Also inside this room, Simon will find one of the main tools he'll use throughout the game, a handheld CRTV. The game will give you a brief tutorial on how to use it and instruct you to tune the channels to see two different signals coming through in this room, which is the first step in solving this room's puzzle.
Just in case the tutorial wasn't entirely clear, after you pick up the CRTV, you'll need to use the corresponding buttons shown on the screen to search through various channels. The device will have markers indicating where to stop, and you should see a picture begin to come through when you do.
Once you're over the correct section, you'll see a line along the bottom of the screen with a moving dot on it. Stop the dot once it's in the center of the indicated marker on the line, and the signal will come through, allowing you to store it. Once you've done this for both markers on the CRTV in this room, you'll be able to flip between them easily.
The first is a video of a woman who talks about being trapped in this room, which is mostly for story context. The second one, however, will quickly show a calendar and a date. This is one of the clues you'll need to solve the puzzle.
If you inspect the dial on the bathroom door of the hotel room closer, you'll see it requires a date. Specifically, it requires a month, day, and year. For the month and date, you'll need to check the aforementioned CRTV signal.
The date is the easy part, as the signal will clearly display a close-up of the date that reads '18th'. The second image in this same signal is a bit harder to see, but you can make out that it appears to have the first month of a calendar circled: January.
Now that you know two out of the three pieces needed to solve the puzzle, the last thing you need is the year. For the year, head over to the desk and pick up the room service menu lying there. On it, you'll see a line at the top that states this is the new menu for 1996.
