The Chapman Energy Corporation (CEG) installed the S.W.D.P. energy facility and a state-of-the-art pipeline complex and logistics hubs on the island of St. Amelia. This once-dwindling fishing outpost soon became a thriving town, with surging jobs and infrastructure, all thanks to CEG.
CEG has invested heavily in St. Amelia, with over 3,000 employees on the island across many different services, including the Chapman Ward of the Victoria Medical Center. This was all made possible thanks to Richard Shaw, the company's CEO.
Richard Shaw was a corrupt CEO who found ways to cut costs to maximize profits. The S.W.D.P. safety site visits were done by Richard's "usual guy" as a way to pass inspections and ignore any faults that might arise. These faults that went ignored included a faulty RCU, which would take the facility offline for weeks to fix and cost millions, which Richard ignored.
An unknown whistleblower let CEG know of this, and a third-party safety inspector was flown in from the US; that safety inspector was none other than Simon Ordell. However, when Simon arrived at the S.W.D.P., disaster struck, and the oil rig had a deadly malfunction due to Richard's negligence that killed 96 workers.
St. Amelia was only a small town, so with so many dying workers washing up on their shores, they were unequipped with the resources needed to save them and were spread too thin. Because of the oil spill and the energy crisis, no one could leave the island or come to the island to help.
This is where Zoe Ellis comes in: she was a nurse at St. Amelia, but Zoe was inexperienced, and the scale of what was asked of her left many of her patients neglected and dead, building her guilt. Zoe's main patient was Simon, the Last Survivor of S.W.D.P.
