Use the grapple hook to pull the battery out of the wall.
Shoot the battery opposite the door.
Enter the Creep cave and follow the red wire to a generator.
Follow the red wire to a room with a generator.

The first Substation Switch is in the Vinechocked Canopy region, specifically in the north, as shown above. When you arrive, you'll find the bunker door locked with a blue shield, but you can deactivate it by looking up from the door and pressing V to pull out the battery.
You can drop the battery, as it serves no purpose for the Substation Switch, so head into the bunker and take a right where you can follow the linear path to the Switch; make sure you activate it before you leave.
