The route to the locked chest begins during The Stage Is Set at Kiyomizu quest. After the brief cutscene involving Daidara, the massive beast will run into a wall before disappearing into a dark mass.

Activate Oni Vision and look around the area for a golden eyeball shaped like a portal. Interacting with it reveals the route into the Oni Refuge, the strange cave area where the chest puzzle takes place. You’ll know you’re in the right place when Musashi points out that the cracks in the surrounding rocks are filled with gold.
Continue through the Oni Refuge until Musashi reaches a temple constructed by the Genma. Approach the temple and interact with the Spirit Mirror.
At this point, it may seem like the obvious next step is to enter the temple. However, the main door cannot be opened from the outside. There is no need to keep attacking the door or searching for a conventional key. Instead, go around and start exploring the surrounding areas.
Search the nearby areas until a Treasure Chest comes into view. Open it to get the Oni Bow. It is an Oni weapon that has endless arrows and can be used whenever it is needed.
With the Oni Bow in hand, return to the temple and approach the locked room. The door cannot be opened directly from the front. Musashi needs to reach the back side of the room. Go to the back, and you will find a broken opening in one of the windows.
