Throughout your playthrough in The Blood of Dawnwalker, you'll come across Phials for Brencis's companions that you can drink to steal their Vampiric Abilities. This will leave you wondering if you can find a Phial with Brencis's Blood, and the answer is yes! During The Beast of Balaur quest, you'll eliminate The Beast of Balaur inside a cave, but if you search the cave thoroughly before heading into Parlita to deliver Iancu's letter to Ciprian, you'll find a Phial of Brencis's Blood.
To get the Vial of Brencis's Blood, you'll need to head to the cave northwest of Parlita during the night. Reaching it requires you to teleport to the Mount Balaur Shrine, then move north. Arriving at the Shrine will start The Beast of Balaur quest.
After you beat The Beast of Balaur, follow these steps to find the Phial of Brencis's Blood location:
Open the small chest inside the cave to get a Phial of Brencis's Blood. Now, it's all up to you to choose whether to drink it or not.
Before you go, make sure to grab the Gladius Legendary sword from the treasure chest.
Drinking the Vial of Brencis's Blood will unlock the Piercing Shriek Ability for you, which allows you to stun all enemies and weaken their defense and attack damage. Leveling up this skill to the max requires you to reach corruption level 13, which you achieve by drinking blood in your Vrakhiri form.
After triggering The Beast of Balaur quest, do the following:
Once you arrive at a cave entrance, explore and inspect the skeletons scattered around its floor. Save before you enter, as you're about to face The Beast of Balaur inside. Defeat it, loot the body and the coffin to get A Letter to Iancu and some other valuables.
